Eisenhower signed the Federal Aid Highway Act of 1956 the modern highway system. unless you are referring to Wilson's 1st Transcontinental Convoy
GI Bill introduced by Harry W. Colmery leader of the RNC. it happened under FDR so maybe there is a thanks to the liverals here.
